Funding Opportunity for CDSS Community Response Initiative to Strengthen Emergency Systems (CRISES) Grant Program

The City of Oakland is seeking a community-based organization (CBO) to serve as a subrecipient for the California Department of Social Services’ Community Response Initiative to Strengthen Emergency Systems (CRISES) Grant Program. The selected CBO could receive up to $1,575,000 per year for 2 years (total of $3,150,000) to provide emergency response services to lessen the reliance on law enforcement agencies as first responders to crisis situations unrelated to a fire department or emergency medical service response. Services would be expected to begin by April 1, 2024.Please see the information below regarding organizational requirements and the process for submitting a response. Responses are due to OaklandDVP@oaklandca.gov by 5 pm on Wednesday, July 5, 2023. The City of Oakland’s application for the CRISES Grant Program is due July 14, 2023.

ORGANIZATIONAL REQUIREMENTS

To be eligible, your organization must:

  1. > > > Be a nonprofit organization recognized by the Internal Revenue Service as a 501 (c)(3) organization, or be fiscally sponsored;
  2. > > > Be registered with the California Secretary of State’s Office;
  3. > > > Have an Employer Identification Number (EIN);
  4. > > > Have a valid business license, if applicable;
  5. > > > Have any other state or local licenses or certifications necessary to provide the services requested, if applicable;
  6. > > > Have a physical address in the State of California; and
  7. > > > Demonstrate the capacity to lead the proposed program with evidence of at least two years experience providing crisis intervention services.
  8. > > > Demonstrate experience providing community-based alternatives to law enforcement or civilian crisis response in communities with a demonstrated need for community-based alternatives to law enforcement.
  9. > > > Demonstrate interventions that serve historically marginalized populations, including:
    1. > > > Young people of color,
    2. > > > People with disabilities,
    3. > > > People who are gender nonconforming,
    4. > > > People who are formerly incarcerated,
    5. > > > People with immigration status issues, and
    6. > > > People who are unhoused or homeless.
  10. > > > Demonstrate the following:
    1. > > > Ability to respond to emergency calls.
    2. > > > Ability to provide treatment, screening, and assessment.
    3. > > > Ability to provide stabilization and de-escalation services.
    4. > > > Ability to coordinate with health, social services, and other support services, as needed.
    5. > > > Ability to maintain relationships with relevant community partners, including a range of community organizers, and medical, behavioral health, and crisis providers.
    6. > > > Cultural competency in understanding and working with the populations to be served.
RESPONSE REQUIREMENTS

Final submission materials include a program narrative and budget (details provided below). Please email final materials to OaklandDVP@oaklandca.gov by 5 pm on Wednesday, July 5.

  1. Program narrative that addresses the following items (Max of 6 pages with 1.5 spacing):
  2. > > > Provide a brief description and overview of your organization.
  3. > > > Describe your organization’s experience providing community-based alternatives to law enforcement or civilian crisis response. Include information regarding the geographic areas of the City of Oakland served and which of the following populations your organization serves:
    1. > > > Young people of color,
    2. > > > People with disabilities,
    3. > > > People who are gender nonconforming,
    4. > > > People who are formerly incarcerated,
    5. > > > People with immigration status issues, and
    6. > > > People who are unhoused or homeless.
  4. > > > Describe your organization’s experience providing the following services:
    1. > > > Responding to emergency calls.
    2. > > > Providing treatment, screening, and assessment.
    3. > > > Providing stabilization and de-escalation services.
    4. > > > Coordinating with health, social services, and other support services
    5. > > > Fostering relationships with relevant community partners, including community organizers and medical, behavioral health, and crisis providers.
  5. > > > Describe in detail the crisis response services that your organization would implement with this funding. Be sure to include the following:
    1. Number and characteristics of staff who would be available to respond
    2. Types of incidents responded to
    3. Services or aid provided through response
    4. Capacity of organization to provide services 24 hours a day, seven days a week
    5. How trauma-informed and/or restorative justice practices would be implemented in the proposed program
    6. How the proposed program will ensure that services provided are culturally and linguistically appropriate
  6. > > > Describe your organization’s capacity to manage grant reporting requirements. This may include relevant experience with service data collection and reporting, financial reporting, and other oversight or administrative processes.
  7. > > > Describe your organization’s approach to ensuring that staff are culturally competent and prepared to assist marginalized communities.
  8. > > > Indicate if your organization has access to and experience using the Homeless Management Information System.
  9. Budget and budget narrative explaining how funds will be spent (no template provided)
    1. The service period will be April 1, 2024, to March 31, 2026 (2 years)
    2. Funding should not exceed $1,575,000 annually
